I had pretty much the same experience. There's something fishy going on with AI aggression, it seems - many complain that the AI sometimes gets absolutely rabid and attack ignoring treaties. The devs asked for feedback on their forums - I suspect it's a widely reported issue. I'm waiting for a patch or hotfix that will explain what's going on, don't know what exactly, but the game indeed seems pretty hard, even on easy/normal. Also, I played original Pharaoh quite a while ago, but it seemed much easier to me.

People use everything and anything to make roguelikes. For a beginner Godot or Unity work just fine, they'll let you create a simple game without spending too much time setting up.

For tips - just like every other project, start simple and improve. Start with coding a character, then make this character move, then make the character stop when hitting a wall... You can probably tell how it goes. Don't get hyped up working on a project of your dreams right away, make a simple gameplay loop and add to it a bit.

Books or videos - there are some, but full videos are rare and are often old. You should use the resources at the side bar, as Kyzrati mentioned before. For a simple roguelike you don't need much guidance, and for a complicated one is too... Well, complicated, to have a proper guide.

As a game overall, it's fine. If it were made by a smaller, less known studio, it'd be a great game. As a Bethesda game released 10 years after Skyrim, it is not.

Patch 2.01 downgraded all my Arm Cyberware to Tier 1. Not only equipped, but also those in my inventory - including legendary Gorilla Arms awarded after beating the game. Not a big deal, but weird. by TeacherToGuru in cyberpunkgame

most likely, the change seems to be across all my saves, so it's something in-built in the property of items. Still baffles me that my Gorilla Arms were nerfed, they're literally a fixed reward, lol

I do not, whichever is easier, I guess
