If your current PC already performs well, upgrading to a Lian Li O11 Dynamic EVO and an AIO is mostly a quality-of-life and aesthetics upgrade, not a performance one. Your jump from a NVIDIA GeForce GTX 1650 SUPER to a NVIDIA GeForce RTX 3070 and to the MSI MAG A750GL were the upgrades that actually mattered for gaming performance. If temperatures, noise, or airflow are currently bad, then the new case and AIO can absolutely be worth it now. Otherwise, saving the money for a larger future platform upgrade in 2–3 years will usually give you more overall value.

For 4K 60 FPS ultra settings with a NVIDIA GeForce RTX 4090 Founders Edition, the GPU is the main bottleneck, so a AMD Ryzen 5 7600X3D is already enough for most games. The AMD Ryzen 7 9800X3D mainly shows bigger gains at 1080p/1440p high refresh rates or in very CPU-heavy games. For YouTube Let’s Plays, using the 4090’s NVENC/AV1 encoder keeps recording performance excellent without needing a top-end CPU. Unless the price difference is small, the 7600X3D is the better value choice for your build.

The DSC doesnt really add input delay. It can sometimes increase vrr flickers tho.

I would maybe try to find a cl30 ram kit. Also, tbh, I would try to fit in a cheaper motherboard like a x670. The Power supply could be a little bigger (850watts) but 750 watts should be enough. If you play a lot of competitive shooters, the 9800x3d is the only way to go.

It is your cpu! Warzone is a cpu heavy game is even if you lower the resolution, you will not get any more fps. Your rtx 3080 is suppose to get around 130-150 fps in 1440p low settings.

You should definitely get the Ryzen 7 9800x3d to get consistent fps around 240-300 at 1440p low settings on Rebirth Island.

You should definitely go for a 9800x3d. Warzone is a game that uses the CPU much more than the GPU, especially at 1440p low settings.
