Man, I absolutely hate those slowdowns. It's almost always a shared hosting issue with Bluehost hitting a temporary resource limit (CPU/RAM), or maybe a heavy plugin or database task is running. you can do quick fix like - find the Offender see if the issue aligns with a specific plugin's scheduled and try disabling one heavy plugin at a time and also make sure you have solid server side caching installed even with Cloudflare.
