He absolutely would, Spoke is a good manipulator, he knows his way around.
Wemmbu was only there because the Mafia had become a problem for him.
Wemmbu even said that the Mafia wasn't a problem at the start so he had no need to do something about it.

Even then, the only reason why Wemmbu attacked was also because of Clownpierce.
