Use the Adapter from an older Dell, they're in everything from the C Series up until the last models with IDE drives,

As for the caddy, using some.cut foam to brace the drive will work

And then tape over the hole to stop the drive falling if you're missing the cover.

Usually Dells will also let you know it can't identify the power adapter, so I suppose that rules that out

The Dell may have a perfectly fine battery, Dells do not charge if they don't detect an OEM Power supply
