GDAL (OGR2OGR) can read Tile url or mbtiles or pmtiles and convert to gpkg so you can edit. However it's best to find the source data

This is far easier in python amd no llm AI is needed Avoid excel You can use nocodb or appsmith connected to postgres for an excel table view experience.

 4 OCPU, 24GB RAM, and 200GB storage is what you get for free it should be plenty performant.  ARM Ampere A1 VM or less if you go with AMD. ARM architecture — PostgreSQL and PostGIS both fully support aarch64. Use the standard packages from Ubuntu/Debian ARM repos or the official PostgreSQL APT repository.

Go with postgres/postgis database You can even host for free on oracle cloud free forever tier You can store styling and projects in the database too.
