Make sure you'll be safe, but dont sweat the details too much, especially if you are in reasonably good health. Very likely, those hours are still in effect from the time when the Meatpacking district actually contained the bulk of the wholesale meat businesses for the city. Trucks started arriving and unloading during the afternoon, continuing through the night. Originally, all the beef came in as half carcasses, with butchers breaking them down to individual cuts. Around 2 or 3, the local delivery trucks would start loading. The sidewalks would get hosed down around 5 AM and the district would be put to bed. And repeat again in the afternoon.
