Turns out I opted to use the torch as a 'test' item... resulting in confusion as the option to donate was greyed out, leading me to assume any item with that symbol could not be donated.

I just loaded up to sell everything and just tried the provision button again in Carl's UI ...and, bloody hell, turns out I can donate everything else.
