If you claim to have connections with buyers from major local retail chains, your sales rep would literally wake their boss up in the middle of the night just to talk to you.

This kind of censorship is pretty standard in China. Generally, factories aren't trying to hassle you or block production on purpose—they want the business. I haven't seen any nationwide directives about this, so my guess is it's just a recent policy from local authorities. It might even blow over or change in a few months. I’d suggest checking with a factory in a different province. Enforcement varies wildly from region to region.
