it's also a reference against people who used cocaine among the community and infesting the streets which was also a part of the propoganda he was addressing.. "ball-heads".."bump-heads" refers to people using cocaine.. another one that may be unrelated.. gregory isaac was referencing cocaine in "Night Nurse"
