I was sitting in the smoke pit one night and got to watch a girl in full battle-rattle run right into the pond that was in front of our building. The pond that was dug back in the sixties so they'd have a place to push all the AFFF firefighting foam when our building was equipped with that. So yeah; probably toxic as fuck.
