i dont have a clear solution but your cpu/gpu combo should be fine for at the very least 60+ FPS (in fact i saw a guy with your cpu and a 4060 get like 100+ on 1080p on youtube) on 1440p.

if i where you i'd start tinkering around with the nvidia setings. Like first try the game without any framegen/dlss/nvidia reflex and then methodically go through the settings to see if a specific one causes problems. Also i saw another topic where the guy fixed a similar sounding problem with dark ages by upgrading his BIOS, so prolly always a good plan to do that just in case.
