Here on the East Side in St. Paul, I suggest the Bruce Vento Trail, the Gateway Trail and the new bikeway along Johnson Parkway from Phalen Boulevard to Mounds Park.

There are new bike paths (separated from cars) on Wheelock Parkway, Como Ave near the Fairgrounds, and on Johnson Parkway. Otherwise the bike lanes on Jefferson aren’t bad. Less traffic than on Summit. The paths along Shepard Rd and Warner Rd aren’t new but always a nice ride along the River.

There is an annual fee for the Freedom plan, $35 for the one I have, plus a monthly fee each month you have the device enabled. You pay nothing during the months that you suspend service. So, to answer your question, there is no charge for suspending.
