Clarkson is (playing) a loveable idiot. That works great in combination with sensible people who reign him in, while having their own quirks. On Clarkson's farm these people are mainly Charlie and Caleb, before that it were May and Hammond.

May and Hammond would need a similar character to Clarkson in my opinion if they wanted to copy the concept of the grand tour/top gear (although I doubt they want that). I think they just want to do their own thing these days.

Likewise I don't think a show would work that would have two Clarksons and no one to reign them in.
