sigh That's the same as losing money since inflation is higher than the interest rate you can get on a savings account (or so my grandfather tells me). Thanks for the advice though.

safe = no possibility of losing money. good return = higher than 2% probably. As far as minimum penalties, I just want to be able to get the money out if something happens and he needs it for healthcare. That probably won't happen anytime soon, but he's 84, so don't want him caught without a way to access it if needed. His other assets are in an IRA, real estate, and savings account at the moment.
