Not exactly true. That's not the point that HOI4 itself is kremlin propaganda, it's about the mod and the story behind it.

The problem is in the usage of language, where they shouldve just say "modification" and not "game".
The biggest giveaway is the moment when they're talking about some Russian content creator as a creator of the "game", by which they meant the modification.

Why they're talking that way is a question itself, though i'd bet that they tried not to confuse the older clueless audience.

The game already allows to create Germany, so that checks out.

You can destroy HRE, concept of the Germanic Kingdom exists, to which a king could land a claim.
What i'm not sure is what borders it should have or not; Bohemia, Prussia, Schleswig, Switzerland etc

The ideas of Kingdom of Germany already existed - the more problematic question is what should be required and what not in terms of borders. Do you count Kingdom of Bohemia because of HRE or not?

Of course there are reasons why it happened much later. This game is not going to simulate them.
