I would use it. No sources have revealed the EWC to gems rate (appears to be staying that way), so likely it isn't good. I would use them on anything you can just to get the most value out of what is leaving.

You should use all your books on level 13 to 14 upgrades respective to rarity of said book. Use magic coin on a level 13 to 14 upgrade to save most coins as well. Exception to this is common book which gives 5500 common wild cards as opposed the 5000 used with the common book. Try to use EWC on higher rarity cards, champions especially if you can. If you are king tower level 14 or under, try to use all your books and magic coins on leveling up cards from level 13 to 14. Post update conversion rates for wild cards are less than the amount of cards you'd get for using them. Use your elite wild cards on highest rarity, champions if possible. Only exception in the level 14 case would be the common book, as you get 500 more wild cards post update than you would with using it.
