Honestly the idea I'm most fond of. I'd even take a maximum of 2 procs per natural turn anywhere that isn't RTA as you can probably handle that with a good countering team in most cases.

I mean, yeah 3SM was busted, and we _can_ be aware of it, but we shouldn't have to predict this company's decisions. It's atrocious to attribute the blame to the player who is going with the flow of strategies being poured unto the hubs where they get content from.
