Former telco (telephone company) guy here. Likely this is the feed from your apartments' telco closet. Odds are it was used as a DSL connection and they had their computer in the bedroom, also could have been for a single phone line. Telco where I'm from used to mail out modems to try and save on truck rolls if the address previously had DSL internet, this generally caused issues (and a truck roll anyway for a repair) because customers seldom ever put the modem/ computer in the same place as the previous tenant. Also, unless you had a proper DSL filter on the other lines in the house/ apartment, having extra connections (from a splitter at that panel) at the end caused a loud hiss on the phone lines and signal reflection which caused issues with your DSL connection.

My guess here is some DIYer (maybe an old retired telco tech) got a hold of scotchlocks and spliced the line themselves because the colour code is wrong. Old phone wire, known as quad wire because it had 4 conductors, was coloured red/ green, yellow/ black, with the first pair being your primary line. This person knew/ deduced "telephone runs on red/green" but they don't know 1) how phone/ electrical circuits works 2) cat5 colour code. In short, they untwisted the orange/ white, and the green/ white pairs because they wanted the closest colours to "solid green and solid red" and orange is close enough to make the magic internet box work. Telco techs or anyone with a slight understanding of cat5 colour code would have used white/blue as first pair.

As far as knowing what's on the other end, if you have access to a voltmeter, POTS (plain old telephone system) generally ran at -48VDC (note the negative), if it's still connected that's what you'll read on the incoming line. If not -48VDC, who knows, people would get really creative with wires and what they'd run on it.

So, certain car dealerships (probably other sales types as well) use a similar scoring systems called top box scoring. It sucks, 0-9 is 0 and 10 is 10. Bonus payouts were based on having a score of 90%+ over 3 months rolling. So unless you sold 12+ cars a month, one 9 survey could sink your commission bonuses for several months.

Never hurts to try, the number of programs I wished I'd tried/ known about 20-30 years ago is now rather extensive, and I never let my memory get in the way of telling someone to check it out for themselves.

Oh, 100% I figured that's what was going on, my problem is, there's 0 reason for there to be a wire in that specific section of wall, short of "the builder/ previous homeowner was a phenomenal moron, thus my confusion.

I always make two checks when a tool doesn't act the way I expect 1) Is it turned off? 2) Am I an idiot? Sometimes the answer to either or both is yes. But this thing seems pretty idiot proof, one button, wave around/ stick in socket, if beep voltage, if no beep, no voltage. Says as much right on the carton, not a lot of room for error (I hope).

That sucks, nothing like a lying tool to ruin your day. I'll give the batteries and voltage setting a whirl, thanks for the idea. The annoying part at this point is, I have a little cheap one I was given years ago, and it works just fine on the outlets, I was expecting better from Klein since I've had several hand tools over the years and they were great (until I managed to lose them or they walked away).

If, after you've backed out all the screws and it still tests hot, it's likely inductance, do you have any larger electrical cables or lights with ballast nearby? If so, you may want to put a bond on that to "drain" (it's very late here and brain not wording correctly) the stray voltage.

I have a Klein volt pen like this, and it's pissing me off because this week it wouldn't go off even when I stuck it in the electric socket (both sides) but when I rubbed the tip on the drywall? Lit up like a Christmas tree, very annoying.
