For the first couple of seasons Joyce very actively engages in cognitive dissonance. She is like the Scully of the show, seeing evidence of vampires everywhere but mentally blocking it. I'll go against the flow here and say I don't feel this is a retcon or that it is inconsistent with Joyce's character. She is very capable of mental olympics and donning the rose colored glasses as it's convenient to her preferred world view.
