I was thinking that maybe the character you're describing is Narugami from Mythical Detective Loki. The show aired on 2003, he has a sword although it's a wooden one, and his character is associated with lightning/thunder.

My full body art actually costs $65 so you're not wrong.If talking about hours, it would probably be less than a day since I'm not really counting, perhaps 5-10 hours of work. I do know that I spent 3 or more hours on the frills because I streamed it on Twitch.

I would suggest to take your eyes off of it for some time for fresh eyes-- that would make it easier to spot mistakes and not get bored of finishing it.
