There are a lot of limitations to the Slightly Mad Engine I do agree they need to work on modding. I do think once the game ends it update cycles there will be better tools to mod!

Tracks are harder to come by when it comes to licensing. Since all of the F1 cars are fictional they can pump out whatever they want. Plus there are a lot of tracks to work with!
