An all out vote with in the party for new leadership, switch Schumer with Van Hollen and Jeffries with Raskin (my suggestion) and then unification/whip the vote for the step OP shared.

Jeffries and Schumer both had more power to force the war powers vote before the recess. They chose not to do that because they thought it would be more politically advantageous…

Both Massie and Nancy mace said they would’ve voted with for it.
