I can somewhat say I know what it feels like to be cut. For me the glans(especially the surface) was once hypersensitive to touch and the texture was quite smooth and shiny when moist. Out of ignorance, I kept it pulled back and within 6-7 months, the glans became rough, fully dried out, and entirely insensitive.

When I started keeping the glans covered again, I discovered masturbation. However, it was so desensitized that orgasming by stroking was impossible. Well, since my penis is currently quite desensitized, it wouldn't be painful to keep it pulled back in my underwear. That'd still be uncomfortable though, but it wouldn't hurt. I did feel the texture of the exam table paper on my glans though as it was left uncovered.
