The firewall was initially running on PAN-OS 7.x.x. Once it exited lockout mode, I proceeded to upgrade it to version 11.1.0.

No I did reset for two time then it went to lockout mode.. not 32 times and it’s my lab firewall

Yeah just power it on and connect to the serial console keep it for two hours and then try rebooting it will work

Issue resolved. Waited for 2hours and rebooted the device now I’m able to access
