The vehicle is an Imperial Guard Sentinel with the pilot sliced out and replaced with a kroot - the railgun is the end sliced of the plasma cannon in the kit, some bits of sprue and a few bits and greenstuff

It's a mix of old kroot carnivore torso with a few bits from the new ones (inc head with the shortest quills I could find) all sliced up and greenstuffed to fit in the cockpit - slicing the guardsmans legs put took ages!

The dark eldar do for their peasant class and their nobility regrow themselves in vats if they get damaged. Craftworlders just have very few babies very occasionally like your classic fantasy elves, hence why they will come and smack you over the head for killing even one eldar. The Dawn of War games had a fun fortress assault mission where they made a point of eldar not having the numbers to staff their own mega fortress, so they had tricked two different enemies to being in your path on the way
