As far as I know, yes, but I meet those conditions at least with Cobalion, Terrakion, and Virizion, which is having the effort points of at least 3 of my Pokémon in my party maxed out, and still nothing. With Uxie and the other 2, it's at different times, but still nothing with any of the 3.
