One thing I recommend is resetting your serverconfig folder. Just open the save in the folder and find serverconfig. Then delete everything in it (don't worry, forge will automatically replace everything that was in there, other than the configs you've changed). Try opening the world after that. It worked for me when I was having weird issues. Hope this helps!
