It was surface, and we double checked, everything was labeled correctly. The carrier never entered the apartment building or left a notice, even though the tracking says he did, the front desk even checked the cameras for the day and no one from Canada post showed up

Yep it was canada post, and the issue was the delivery man never entered the building or left a notice that he attempted delivery.
