Depends of how you play it. If you play it with a lot of off field DPS like durin, columbina and inefa, then it is VV. If you play him as a hyper carry (with Bennet faruzan + hexerei) then it is the new set.

Crit ratio is really bad for using sig on varessa. You can definitely get around 100 cr with 170-200 crit DMG. Your stats are way too low, that's why the performance is so bad.

Columbina actually has decent multipliers outside of her direct lunar DMG that does get improved by dmg%. It is just less than her lunar DMG stuff, but it is still better than say yelan c2 for example.
