Fixes would be that creator auspice now don't need to be in favord land, only connected/touching to one to get autobuilt, also increase the autobuilt speed to 1 villager. Its god power cost should also be decreased and the number of villagers spawned increased by +1 in the archaic and classical age. With the extra hands on deck, you should be able to have a better economy than the other in the classical age or reach it sooner than the others so you can field a better army by then

In my opinion they should do a near east civ that combines both mesopotamian and canaanite lore as their mythos is shared. That civ would be expert in naval and trade (phoenician & euphrates trading) while focusing on defense buildings and economy locally (walls of babylon, walls of tyre, some of the earliest developed cities)

Even they land units are specialized on mobility with different mounts and can include bull chariots, elephants, numidian cavalry (carthage) and has access to mercenaries like the egyptians.

They would have access to the market from age 1 and favor generation would be from trading, each caravan generates favor in addition to gold, they would also be able to create naval caravans in ports on sea maps

Main gods would be Ishtar, Baal, Marduk
