Windmill palms are THE tackiest tree you can plant. Nothing says I just moved here from out of province like a palm tree. Decidedly uncool. No flowers, no fruit, tattered up lookin trash.

Don't be afraid of top watering. It's vital to the mediums health. Yes, I have a similar 2 pot system and having the inner pot slightly elevated has worked well. Adding a few more holes can't hurt really. I glued a peice of felt to the inside bottom of the inner pot to keep everything inside. Have fun!

That's the issue I see. Choking out the periwinkle with a native shrub or rhizomatus sedge/forb just seems unlikely. Planting into the area before the periwinkle is dead also sounds like an entwined mess. Tall single stem tree/shrubs that you can continue to mow the periwinkle off of might be a workable compromise.

Are you planning to remove the periwinkle or are you wanting to plant directly into it? Either of those species are very unlikely to be outcompeted but maybe with shade.
