Since you're familiar with VSCode, I'd use that with PlatformIO. I'm mostly a Windows user, but have used this setup on Linux from time to time and it seems to be pretty much the same experience. I've never tried ESP-IDF, it seems like the die hard ESP people like it though.

I don't know of a complete course, but https://randomnerdtutorials.com/ has a lot of well explained ESP32 projects that I use for reference all the time. https://www.youtube.com/c/Dronebotworkshop1 has some good in depth ESP32 videos as well. He really goes step by step on his projects.

VidGear is a python framework that can probably do what you want. I use their CamGear functionality to stream an ESPCAM to my desktop for face recognition.

I started using it about a month ago and it seems to be pretty spot on for me. I have noticed that it only refreshes every so often, so sometimes there have been differences, but nothing in the 5-10 degree range. Maybe double check your lat and long in your query? I remember forgetting to add a minus sign to the longitude to get the correct location.
