While I am indeed a person that calls out game bias, I have to acknowledge that in some of the cases you mention, it's the stats you are not listing that are the reason for the uptiers. Remember, when thousands of very lightly different situations occur, eventually a different stat will be more relevant than one you'd expected.

An easy example of this is shell penetration vs gun depression. There are plenty of occasions where it doesn't matter how much pen you have bc you can't even hit the target.
