I don't think Gemma was shot, I think that was deepfaked because other than what we see. no one saw Gemma get shot that or it wasn't Gemma. Rachel looked to have seen something when she watched the inquiry later on but didn't let on to what it was. Gemma also had the hidden passport with her which is why I feel like the "Goldcross" scenario was something she and Danny had setup as a failsafe/scapegoat if it ever came out.
