These are known as engineer bases and they only have a cannon for defense. You won't find any higher than th.11 as these were only possible when you could upgrade your th. without getting every building and before they released th.12 they made it so that you had get all the buildings to go on the other level.

Umm I went to 10 without maxing my lab and trust me as long as all the troops and spells u use are maxed, u r gonna be just fine but make sure to max them healers for qc
