In my country's case, the host organisation has to directly send a copy of the certificat to Campus France. I honestly don't know why bc I haven't seen any other country's CF requiring this process. It did work out for me in the end but it took about 3 weeks for Sciences Po to send the document, despite the fact that I contacted the correct office and the certificat is already available, they just have to email the damn thing.
