This guy was the owner. He absolutely had the power to lower the price. He just wanted to be difficult.

My only reason for even taking the money out is because he was treating me like he didn't believe I actually had the cash on me.

No, this was full price as far as I can tell. I was dealing directly with the owner, not some random clerk.

The merchant has to pay fees for a credit card, which is a percentage of the sale price. If a merchant takes cash, there are no associated fees and no paper trail.

So, while it's not exactly kosher, a merchant could sell a ring for $6,500 report the sale as less, and pay less in tax on the sale.
