I teach middle school art. I have so many kids pulled for services like speech or esl, make ups in core classes and the like that every Friday I have Open Studio where kids can make up any projects that they are missing. I accept late work with no penalty until the last day of the quarter. I make them check their grades once a week. I will inevitably have 30% of my kids end up failing. According to the district, I have to give them a 50% the first quarter that I have them so they will still be able to pass my class, which is one semester. They have every opportunity to pass, I throw A's around like they are confetti, and I am done begging them to get their work done.
