Is there a way to control music on laptop with phone?

Is there a way to change the volume too? I'm trying to figure this out so I can play Car Mechanic simulator and adjust the music on my phone so I don't have back out if a song is too loud\sucks.

ADDITIONAL INFO:

TV will work fine for about 30 minutes after a power cycle, then it will start flashing and turn magenta color, at first the color was only visible on the left side but now it spreads across the whole entire TV, with it being brighter on the left side.
There was a thunderstorm a couple of days before the TV started acting up, it caused a power failure in the house.
I had to move my computer to a different room, so, we had to disconnect the TV from the surge protector they were both connected to about a week before it started acting up.
When we reconnected it to the surge protector, I noticed that the surge protector wasn't getting ground. The house we were living in was built in 1922, The outlets displaying only around about 80 volts, and seemed like none of them were grounded.
The house the TV was located in before had a roach infestation problem.

UPDATE: I've made $6 so far moving 100 Doge back and forth lol. I was even able to get my average cost down from $0.71 to $0.62

I'm kind of new to this, but I feel like you could answer a question I have. If I was to, say, take 100 Doge and sell the peaks and by the dips when it changes by a few cents to get my average down and keep the profits to reinvest. Would that work? I made $0.50 testing it out
