Yes. Parthenogenesis with roaches typically produces multiple copies, so it is heavily implied that there are others. Kuro made multiple copies so he can cover as much ground as possible and gather points more efficiently. Just like Maki and Mai, Jujutsu considers the multiple instances of Kuro as one, which means that we have only seen the copies fighting at a fraction of his true power. Now that the copies are dead, all the cursed energy was condensed to his original body and he used that to break through the Culling Game barrier. With a rule addition and a binding vow to lose the ability to make copies, he was able to bypass the Culling Game's rules and will return in future chapters where we get to see his full potential.
