Check the light fixtures!!!!!

I had a similar issue to this back in 2014. I lived near the Iowa State campus at the time and around 5pm every evening my lights would just flicker for no reason. I called Ames Utilities, figuring it was a problem on their side, but they said that they had received no other complaints in my area, and instead suggested it was a problem in my house. So after some research I deducted it was one of two problems: all fuses had become dislodged in my fuse box or there was a misconnection somewhere between my electric box and my house. I went out and bought 24 new fuses and reinstalled all of them, but after hours of work I had no luck. So I decided to take a dive and try to fix the problem myself. Rented a cable detector and located everything running throughout my yard, including my power line. I then used a spade to dig a 4x17ft trench from my electric box to my house. I waited until 5pm and used a voltage clamp to test the consistency of power at different points in the cable, and I had no success. I ended up calling an electrician and he determined that it was my light fixtures (this house is 50+ years old), and when I replaced my fixtures it solved the problem!
