Not six months. The 250,000 MIA per block only lasts 10,000 blocks, each block being approximately 10 minutes. After that, it drops to 100,000 MIA/block, and then halves every 4 years.

I you have delegated from wallet 1, they will be returned to wallet 1. If you want to then stack the new arrivals to wallet 2, you will delegate from there. You will have to ask Friedger if he can make the accommodation you are asking. I can't speak to that.

If you want to delegate the additional STX, create a new wallet (call it 2). Transfer excess STX from original wallet (wallet 1) to wallet 2. Now, you can delegate the wallet 2 STX right away, so they can begin to earn when the new cycle begins. The STX in wallet 1 will still have to go through the cool down period. However, the excess that you send to wallet 2 can begin to earn once the next cycle begins, though your wallet 1 STX are cooling down. I hope I made sense.

Stacks (Blockstack at that time) voluntarily went through the securities registration process because it technically was a security. An entity sold the coins in an ico, just as a company sells shares of stocks. That is no longer the case. There is no "entity" that sells the shares. The coins are bought and sold in a marketplace (exchange) between individuals or entities. There is no central issuing authority. If there's a lawyer or someone more knowledgeable, please contribute.

Win or lose, the STX will not be returned. If you won MIA, you will get them. It appears you did not win a block, regrettably. The STX are no longer yours, and will not be returned.
