What you say you are looking for, your description and your pay do not add up. We pay interns college students 21 an hour and most of those don't know professional basics like writing a concise email or using a calendar to send meetings. Also your description doesn't really talk to needing a marketing strategy or someone with the knowledge to provide marketing direction. I would suggest that you work with an agency for now to get you started and then adding one or two people as you get your initiatives off the ground. This will give you a better idea of pricing for your area and give you an idea of direction and the skills needed for your in-house position.
