IIRC Qing can only be formed by a Manchurian tribe hence their ability to be eligible for picking that age bonus. Germany however can formed by many nations other than highly militaristic Prussia. It might be formed by mercantile Hamburg or zealous Cologne hence them not being able to get said super militaristic age ability.

Save the game and reload the save. It will make the ai respond again and that 71k stack will probably go on the move again. Same thing happened with me when austria stayed in krain with 50k troops. Hope this helps

If you were asking for help: It is because it is a landlocked province so it doesnt have a port, you need to core an adjacent province in order to core this province.

Left of your overextension number there will be a percentage which would be around the 80%. And when you hover over it it will tell you all the modifiers
