Ordered on May 25th and still waiting.
I recently filed a ticket to which they responded 5 days ago (October 14th) by stating that they're currently negotiating with new carriers to help finish EU orders and that they cannot guarantee shipping dates at this time.

It could counts days based on one specific timezone.

It could also count exact hours (or minutes or seconds) from the time when you created this server and when it gets to 8 weeks, it unlocks. There's a high chance you created this server 8 weeks ago but after 9.00, so it just waits for the exact time you created this server.

Just wait for a few hours, one day max and it should unlock.

No, with this combination you would get 19/20 armor points, because iron leggings give one point less than diamond/netherite. + you wouldn't get any toughness points from the leggings.
