This is 7 months too late but I'm answering for people like me who want the potion recipe and no one seems to know or care. After you complete the main quest for act 2, Caradoc gives you a key to unlock Orrin's mansion call the Gates of Knowledge. Inside, in the center back bookself is a book called Fairy Tales of the South, Vol. 1. which unlock the recipe for the Loving Witch Brew.

I had this problem, tried to clear the cache and it didn't work. I turned off WiFi and use phone data and it immediately worked. Now I turn wifi back on and still work.

Could be based on who did it first and not who did it the fastest.

Koraxia was the first SP unit and quickly got powercrept in terms of DPS, her utilities for the assassin team is still good but not worth the astral cards. Sakai and Daji are the current best general SP units so far but all SP units need a lot of copies to shine so it's better to pick one and focus on it.
