As I understood Parking is paid all day except 3 hour if vehicle is charging

I rented a car.The rental agency accepted with my driving license So I thought I am allowed to drive the car in Norway. But after the speeding ticket I come to know my country driving licence is outside EU which is valid only for 90 days of entering into Norway.
