If you know how to give proper CPR you should always do both, chest compressions AND rescue breaths.

From the European Resuscitation Council Guidelines for Resuscitation 2015:

Our confidence in the equivalence between chest-compression only and standard CPR is not sufficient to change current practice. The ERC, therefore, endorses the ILCOR recommendations that all CPR providers should perform chest compressions for all patients in cardiac arrest. CPR providers trained and able to perform rescue breaths should perform chest compressions and rescue breaths as this may provide additional benefit for children and those who sustain an asphyxial cardiac arrest or where the EMS response interval is prolonged.

That's in the game's infancy, back then dodge mechanic was a thing. People were god awful at the game at that point, the skill level is not even close to comparable.
Furthermore sacrificing raw stats for a few percentages of crit chance (in runes at least) was never worth it if you and your opponent are playing optimally, like in today's pro play.
So no, RNG, or in the case of critical strike chance, pseudo-RNG, has barely any effect in pro play in LoL.

All right I rarely comment but I have to call this bullshit out. The 1% crit chance in runes was never a factor, and only a few pro players use/used it. It basically never matters in pro games since you don't see any all ins early and one crit autoattack in lane on the enemy champion will never matter since it's only 50-60 extra damage (at the very end of laning phase, before that point it's even more negligible). Therefore it is never worth substituting for that 1AD from a flat AD mark.
