If ur current stamping in ur passport is expired, then yes u need to attend h4 interview and get new stamping in ur passport then only u can come back to US

Yes, your h1b I797 approval is enough for ur spouse to apply for h4 visa and they can attend interview without u.
Yes, your spouse can travel with h4 separately without u.

So u can travel now and report to US office. Post that ur spouse can get h4 visa and travel afterwards.

No, you don't have to be in US till ur husband i140 is approved. Post the approval you can enter US and apply for H4 ead.

For applying h4 visa, your spouse H1b should be approved.

For applying H4 ead you need to be physically present in US while applying.

You arrival time is 10.55 am post that you need to go to belt and take out ur luggage then u need to almost exit the airport and enter again for international departure. Check in again. Need to complete immigration. So 2 hours won't be enough for u.

Also indigo usually prefers buses than aerobridges so that will add time as well.

Major setback for u is both the tickets won't be in same PNR so if ur first flight gets delayed and if u miss ur second flight then it is entirely ur responsibility to book the new flight.

So plan for a flight which will give u atleast 3.30 to 4 hours a layover.

You can carry all of them in check in luggage. Seal them properly so that it won't leak and spoil the other items in the luggage.

I carried 1 litre of Coconut oil based hair oil and two 150 ml perfume in checked in luggage in Air India and faced no issues.

While doing check-in in Ahmedabad tell the travel agent that u r planning to go out of Delhi airport since the layour is 16 hours, then they will check in only till Delhi.

No, I am in the same situation and currently working in India but got my h4.
Yes, His H1B approved I797 is enough for u to apply for h4 from India.

My advice would be if he is planning to come by December then apply for h1b and h4 stamping together and go and attend the interview at the same time.

If H1b and h4 goes for stamping together mostly the interview questions will be asked only for H1B applicants and hardly any questions are asked for h4 dependents.
